The ACTR Advanced Russian Language Program is designed "to maximize linguistic and cultural immersion in Russian society, while providing key logistical support and individualized attention to U.S. participants."
Students will be placed in one of three major cities: Moscow, St. Petersburg, or Vladimir. Each location carries its own identity. Moscow, the traditional philological center, is a taste of modernity in a cosmopolitan lifestyle akin to New York City. St. Petersburg, the "Venice of the North", boasts a mix of international clientele with an artistic flair found often in Washington, D.C. Vladimir, a quaint ancient town, is also the host site of the Critical Languages Institute and is quintessentially Russian. Trips to the other cities are always available, regardless of where students are placed. Students take an average of 20 hours per week of coursework, while enjoying cultural excursions as well. Peer tutoring, internships, community based learning, and extracurricular activities are designed to introduce students to friends and professional contacts.
A full-time resident director oversees the academic and cultural programs, including local excursions and extended group travel, and assists participants in academic, administrative, and personal matters. Students may live with Russian host families or in university dormitories in Moscow and St. Petersburg; all students in Vladimir live with Russian host families. During the semester, students may participate in unpaid, non-credit bearing internships and volunteer service at local public schools, charities, and international businesses, depending on language level and interests. Students are also offered the chance to meet for two hours per week with peer tutors recruited from their host universities.
American Councils semester, academic year, and summer programs maximize linguistic and cultural immersion into Russian society. All programs feature approximately twenty hours per week of in-class instruction; roughly sixteen hours of which are dedicated to Russian-language study. Students are placed according to proficiency level in groups of three-to-five for language classes. Core Russian language classes include Russian Conversation, Phonetics, Russian Grammar, and Lexical Studies. Area studies offerings include (but are not limited to) Studies in Mass Media, Russian Literature, Russian History and Politics, and Contemporary Russian Society; all area studies and literature courses are taught in Russian.

Credit and grades will be transferred to the student's Goucher record based on the program transcript provided, and grades will be factored into the student's Goucher GPA. Students enroll in 16 credits for semester programs.
Students must have declared a major and have taken any required prerequisites. Students must have completed two years in college-level Russian. Students must have completed at least three semesters of college-level study. Students with a 2.5 or higher GPA are eligible. In order to attend the Russian Honors Program, a GPA of 3.3 is required. Although the successful completion of Russian 248 remains a prerequisite for enrollment in the ACTR Russian Language Program, able students will be authorized to participate upon recommendation of a Russian professor. Since Russian 248 is offered only once a year, this new policy provides greater flexibility for Russian majors and minors. A final language evaluation will give students their official language fluency level for employment and graduate school purposes.
Since Goucher students are fully enrolled at Goucher and receive Goucher credit while abroad, they pay regular Goucher tuition for any Goucher semester abroad program. This payment is regardless of the cost advertised and is charged by the program itself. Students pay the non-academic costs (i.e. room and board) in part or in full to Goucher or directly to the study abroad organization or overseas institution depending on the program. Estimated additional costs that a student may incur in attending these programs are listed on the Budget Expense Worksheet for each program. You can utilize institutional and federal aid for a Goucher semester program.
Any awarded financial aid may be used as payment for semester programs sponsored by Goucher College; however; you are allowed to transport your Goucher institutional aid for only one semester, unless you participate in the Goucher Oxford University yearlong program. In addition, all students are eligible to apply for Goucher OIS scholarships and can apply during the program application process. A $500 deposit is due upon application. Study abroad program costs are billed through your Goucher student account and are due at the same time as regular semester fees. Please refer to the Budget Expense Worksheet for details for this program.
The $500 deposit paid upon application is applied to the student’s account and becomes non-refundable when accepted by Goucher College and the host program. If you are not accepted into a program, your deposit will be refunded.
If for any reason, a student withdraws from a Goucher semester after the deposit deadline, he or she will not be entitled to a refund of any fees paid to Goucher, including program deposit, tuition fees, travel fees, or any other fees incurred in connection with the program. If, due to any unforeseen circumstances or other circumstances beyond the control of the college, a semester Goucher program is cancelled, either prior to departure or during the course of the program, the student will not be guaranteed a refund of any fees paid to Goucher, including program deposit, tuition fees, travel fees, program fees, or any other fees incurred in connection with the program. In most cases, the college forwards program fees to vendors in foreign countries, making it very difficult to recover such fees due to a program cancellation. In such cases, the college will make a good-faith effort to recover such fees and to return any portion of fees that it may recover that may be attributable to a student’s participation in the program. However, the college makes no guarantees regarding the recovery of fees and is not liable for any fees that it is unable to recover.
Program participants live with a host family. All host families provide private rooms, telephone access, and keys for their American guests. Host families also provide two meals per day. Living with a host family immerses program participants in everyday local life, while offering some of the comforts of home. Host families also expose participants to authentic, contemporary language and culture in informal, social settings.
All host families are screened, selected, and monitored by American Councils home-stay coordinators and resident directors. Students may change their housing arrangements during the program, although these adjustments require some time to be completed.
A successful semester abroad is dependent upon adequate preparation. Students will participate in online orientation material prior to the mandatory group orientation prior to leaving Goucher for the semester prior to studying abroad. Dates will be provided upon study abroad acceptance.
Students are required to have passports for all Goucher programs. Failure to have a passport will prohibit participation in the program. Passports take time to process and need to be valid for six months after your return to the U.S. Check your expiration date and renew if necessary. All students participating on Semester, Year or ICA Goucher programs will be automatically enrolled in a health insurance plan tailored to meet the needs of study abroad students. Students participating in Goucher semester programs will be billed $300. The insurance carrier is ACE American Insurance Company.
Prior to the start of the program abroad, OIS staff will register students for the insurance program. Students will receive information about how to use the health insurance policy from the Office of International Studies prior to departure for study abroad.
